Sir John Shuckburgh.

We spoke on the telephone about these papers. They are reports received from the Chief Civil Affairs Officer on Hong Kong for the period covered by the setting up of a Civil Affairs Section of the Military Administration early in September 1945 to the end of that year. Some are registered and others are not but I think few have been read in detail. Due to the extreme pressure of work in the Department at the time they were put aside for future consideration. The reports cover almost every aspect of the administration and are, I imagine, of historical interest. It has occurred to me that, on this account, this material, suitably edited, might be published, or, alternatively, that it might provide material for a general publication on the administration of the Colony immediately after its liberation from enemy occupation. You said that you would like to see these papers and perhaps, in due course, you would very kindly advise on any further use that might be made of them.
